Liên minh châu Âu dự định yêu cầu các dịch vụ nhắn tin kiểm tra tin nhắn và nội dung trò chuyện tại địa phương.
Việc giám sát tin nhắn trái phép cho đến nay vẫn bị coi là điều cấm kỵ ở một quốc gia thượng tôn pháp luật. Nghị sĩ Nghị viện châu Âu Christine Anderson lập luận rằng lệnh cấm sử dụng mạng xã hội đối với người dưới 16 tuổi chỉ là cái cớ để liên kết các hoạt động trực tuyến với danh tính kỹ thuật số.

Liên minh châu Âu muốn yêu cầu các ứng dụng nhắn tin phải quét các cuộc trò chuyện để tìm kiếm nội dung lạm dụng tình dục trẻ em. Quy định được đề xuất về phòng ngừa và chống lạm dụng tình dục trẻ em (CSAR - Quy định về lạm dụng tình dục trẻ em) cũng được gọi là giám sát trò chuyện. Các dịch vụ nhắn tin như WhatsApp, Signal và Telegram sẽ phải quét và phân tích nội dung cục bộ trên thiết bị cá nhân. Điều này sẽ phá vỡ cơ chế mã hóa vốn đảm bảo chỉ người gửi và người nhận mới có thể đọc được tin nhắn. Đề xuất này đã vấp phải sự chỉ trích dữ dội và quá trình xem xét hỗ trợ đã bị tạm dừng bởi, trong số những nước khác, Đức. Bộ trưởng Tư pháp Stefanie Hubig đã nêu rõ lập trường của chính phủ: "Việc giám sát tin nhắn trò chuyện một cách bừa bãi phải là điều cấm kỵ trong một quốc gia thượng tôn pháp luật." Nghị viện châu Âu dự kiến sẽ bỏ phiếu vào tháng 6 năm 2026 về một nhiệm vụ đàm phán cho một chỉ thị CSAR mới. Trong bài phát biểu trước Nghị viện châu Âu, nghị sĩ người Đức Christine Anderson cảnh báo rằng việc cấm sử dụng mạng xã hội đối với người dưới 16 tuổi chỉ là cái cớ để liên kết các hoạt động trực tuyến với danh tính kỹ thuật số: “EU muốn quét các tin nhắn riêng tư được gửi từ điện thoại di động của bạn.” Về lý thuyết, nó liên quan đến nội dung bất hợp pháp trên internet, nhưng trên thực tế, nó có nghĩa là quét mọi thứ mà mọi người nói. [...] Điều này chắc chắn sẽ đòi hỏi việc xác định danh tính kỹ thuật số của từng người dùng. [...] Đó gọi là giám sát.
